2 NYPD Officers Suspended After Profane Rant On Patrol Car Speakers in Manhattan

(IBexNews) - The NYPD suspended a pair of foul-mouthed city cops caught on video unleashing a tirade of four-letter words at a man walking through Hell’s Kitchen earlier this week, police said Friday.
The officers, identified by sources as Transit Bureau Police Officers Michael McPhee, 39, and Paul Chaves, 53, will likely face departmental charges for using their patrol car’s public address speakers to broadcast their tasteless 2½-minute screed against the pedestrian, who appeared to be intoxicated or emotionally disturbed, according to police.
A video of the crude commentary was posted Thursday on Twitter by Eliel Cruz, a spokesman for the New York City Anti-Violence Project, an LGBTQ rights group.
“A friend recorded a video last night of the NYPD antagonizing someone in distress over a megaphone," tweeted Cruz. “Telling them to ‘shut the f--k up’ to ‘s--k my d--k’ and threatening to ‘slap the s--t out of you.’ @NYCMayor @NYCMayorsOffice this is unacceptable.”

Its public release triggered an Internal Affairs investigation, leading to Friday’s suspensions. It was unclear what sparked the torrent of obscenities, whether both officers swore at the man, or if the cursing followed a prior interaction with the pedestrian.
The obscenity-laced Wednesday night tirade appeared to be part of a back-and-forth between cops and the man walking along near Eighth Ave. and W. 49th St. in the Manhattan neighborhood.
McPhee is a 14-year veteran of the department. Chaves joined the NYPD in 2000, sources said.
